#1, as I read the "rules", it says *AFTER* 30 days so that would make the start bell ring at 0001z 16Oct17 or Sunday evening local.
#2, due to lack of suitable ferrite/powered iron, slug tune is very very lossy. I prefer to send the RF into the ether rather than warm up the ATU.
A "shorted turn" if done right has very little loss and works well but has limited tuning range.
My solution is cheap and more efficient than any of the above. Just use a tapped coil and relays to select tap. If you tap at the low end, you can use cheap power relays. With 7 relays (CAT5 cable for remote control) I can cover the entire 630m band with under 1.2:1 SWR at the TX. This also has the advantage of built in "detune" for RX, just key the relays with the PTT system.
#3, few people live on a big rock. Most have poor to horrible dirt under the antenna. In my yard any horizontal wire is very inefficient, like the the best is 20 dB below the simple vertical. Been there, done that.

1. No _UTC_ rejection here so are we OK for Sunday 15th as part 97s??

2. _Inductor tuning;_  A ferrous metal slug ( powdered iron ) inside of 
the coil will lower it's resonance frequency.
     A non-ferrous slug ( brass ) will raise the frequency.

3. _R losses_; Forget R losses... Take them or leave them...
     If you are at sea or on a salt water shore line then a vertical 
wire/tower is #1... Salt water is the _'ground'_, perfect reference @ 630m..
     If you live on several square/cubic miles of silica or rock then 
forget lossy radial/vario versions... Ugh, too expensive both in bux and 
losses...
     Inland favorite here @ xsh/17 is for $20 dollars worth of quality 
wire and a surplus vacuum variable cap. and you will have a high Q loop ...
     Bonus for using this loop is that you get a 'quiet' receive 
antenna, typical of loops...
     Plus, it is effectively near free space...
