[600MRG] Radio Telegraph license

Commercial licenses are still available but the hierarchy has changed.
They are no longer designated as T1, T2 and T3, instead there is just
a single license for radio telegraph operators in much the same way
that 1st, 2nd, and 3rd phone became the single General Radiotelephone
Operators license.

And no, they are not required for an RF job anymore they do look
really good on a resume and my experience has been if you have it and
the other guy doesn't, all things being equal, you will likely reap
some benefit.
