[600MRG] Measurement of soil conductivity

Ken asked how we go about making ground conductivity measurements.  The
techniques range from simple to complicated.  Fortunately for us, on 630m
the simple low frequency (60Hz) technique shown in the ground effects
chapter in most of the recent editions of the ARRL Antenna Book is perfectly
adequate.  At HF that scheme is no good but down where we are it's fine.
