You don't understand the mindset of the power companies.  They want complete control of everything and, unfortunately, the FCC has decreed that, for operation in the 2-affected bands, the UTC will have complete control and the UTC will do everything possible to restrict amateur radio operations.

 One way they could have made this soooo much simpler is if they would have made a map GIS or something that an Amateur could zoom in on his location and see  if he is in the area of any lines.
 
 Like In a RED Shaded area. Zero chance it's OK.
 
 Yellow,,, contact them to see if OK,
 
 no shading you're good to go!
 
 That would have takes probably 90% or more "Load" off them.
