I think a clarification is in order - Via JH3XCU we have the form to submit to UTC, and what appears to be a final rule making and startup date for 2200 and 630 meter amateur operation.  Is that correct?  If so, wow, great, a large step forward!!!  But is anything else required such a filing fee to UTC, and whatever else?  I'm sure I am missing something in my ignorance on the details of how final rule makings are promulgated by the Federal Government- e.g., 

 DATES: The rule amendments to 47 CFR 97.3, 97.15(c), 97.301(b) through (d), 97.303(g), 97.305(c), and 97.313(k) and (l), published at 82 FR 27178, June 14, 2017, are "effective on September 15, 2017" ref: Federal Register /Vol. 82, No. 178 / Friday, September 15, 2017 /Rules and Regulations 43313
