The same thing happened to the model airplane folks when drone 
restrictions were hastily devised by FAA.  You had to access a special 
site and pay a fee for a license (which was refunded shortly 
afterward).  Then, cooler heads prevailed and model airplane folks were 
exempted from these strange restrictions. Like anything else, it seems 
the rules are only as good as the enforcement capabilities of the 
underfunded entities enacting them.
