Hi Eric,

It's actually quite simple.  The directivity of very short verticals is essentially 3, so we're allowed to radiate 5/3=1.67w.  For the ARRL experimental group the EIRP was 20W so I limited my radiated power to 6.7W.  Obviously a 10 kW slug did not appeal because I didn't realize how it was used in another model of Bird.
