I think that only solves half of the problem as those in the 'amateur service' are prohibited from communicating with stations in any of the other services...at least here in Canada.

Some of the Part 5 experimental licences were written (and approved) such that
they can QSO amateur stations as well as other Part 5 stations.

The experimental licenses are still valid.
They cannot QSO hams.
