I think Dick's point was that based on the way the Rules are written today, setting-op and operating on 630/2200m from say your local County EOC for EM-COM is not legal unless you have notified the UTC and given them 30 days to object from that EOC or fire station or Red Cross building, or whatever it be..

This unique operation matter is one that comes up only when looking back in time at the justifications of WHY the hams felt such bands were good in the first place. The justification sadly becomes moot under the current Rules, but that's not to say it can't be reviewed at a later date by the FCC.


That aside, if you have waited 30-days and have NOT received an OBJECTION to operate on a given band, you are free to start operating from the location you gave in your notification post to the UTC.  It's that simple.
