Step 1 is total radiated power then step 2 EIRP which is as far as hams need to calculate.
The radiation resistance will not be what you measure, that is total (mostly losses) resistance unless you have a top hat at 198 feet.

I need to add that the broadcast rules SPECIFICALLY require the use of 
an RF ammeter precisely BECAUSE it is independent of reflected power.  
The only requirement is that the feed point RESISTANCE is properly known.
