Larry's observation is important.  One way to extract a better indication of
conditions is to average many readings.  On my web page
www.antennasbyn6lf.com under the category "600m experiment" there is an
article "Graphing WSPR data.".  This is far from the ultimate data reduction
but it gives a feeling for how propagation varies through the night when the
S/N data has a lot of scatter.
