[600MRG] measuring noise level ?

Periodically I see reports that someone has said the noise level at their location is -85 dB or the like.
I am wondering how they are measuring it.

I have tried to use ARGO to do that but the numbers keep changing up and down by 10 to 20 dB, and they are changing so fast that I am not sure what I am seeing. 

Maybe I just dont have the right gear to make such a measurement....
Any suggestions ....??
