I used W0YSE's spreadsheet calculator (thanks Neil!).  I confirmed it's results with the several online calculator webpages - all were in the same "ballpark" (a watt or two) which in my view is good enough for this work.  His method is described at

I rely on calibrated thermocouple ammeters to measure antenna base current, and a tape measure to determine the lengths.  Everything else is an educated guess.  So many assumptions are involved in predicting amateur station performance (biggest of all is the near-field environment) that I feel this whole business should be considered just an estimate.
