That is true if the noise source is elsewhere in the neighborhood.  But in my experience, even knowledgeable hams allow their own houses to be "poisoned" with RFI-producing stuff.  If the noise is coming from inside your own house - oreven right in your own shack - then a whip in the shack as the noise sensing antenna may do the job.  

I prefer to keep my house as free of noise sources as possible - ask my family how often they see me prowling around with my Sony 2010 portable receiver trying to find a new source of noise!  By the way, the vast majority of the time the new noise source is a switching power supply - usually a wall-wart charger for a new electronic gadget.  I replace it with a linear-type wall wart from my collection and the RFI is gone.
