[600MRG] NOI / comment period open?

I've not seen anything posted in the Fed Register yet unless I missed it,
but then I saw this on VE7SL's blog:

Steve indicates that the comment period has opened on the FCC website.  Can
anyone confirm this or does anyone have an update or any info?
