Larry, sounds like impact of the soil ground is very small compared to the metal radials, etc ground.   Conductivity may be so bad it isn't "ground" for the RF.

I've noticed that when the ground conductivity is really poor under and around a broadcast station antenna system, there is very little seasonal variation in operating parameters.  Sites that have better ground conductivity but have variations in wetness show the seasonal changes.  And sites that remain wet all the time also show little seasonal variation.
