[600MRG] XSV in listening-only mode

The arcing issue at the base insulator of my transmitting antenna is still
arcing even tho dry now. I will be out of commission as far as transmitting
until I can fix the problem. That will take a bit of time, cuz right now I
dont have time to deal with it.

My receiving E-probe will still be listening.
