Pat, I'll disagree - I would not think that a discussion of bandplans, modes, and purposes for a new 630m ham band is out of place on this mailing list.  But the only person really qualified to say what's what would be Ken, W7EKB. His "mailman/listinfo" page says the list is "Devoted to discussion of operations on the 600 meter experimental frequency, and providing general assistance and information to members".
