oh I did not see the link at the bottom of the email.. sorry about that!  Thats in a region with a lot of active WSPR stations.  I dont see anything in that region here.

On the WSPR screen capture this "carrier" is around 730, whatever that 
relates to in actual frequency with a dial frequecny fo 0.47420 USB.

Looks more like a carrier than WSPR, WSPR appearing wider in bandwidth. 
Cycle time around 10 minutes on 8 minutes off (approx) but does appear 
to vary. Signal strength here is quite strong.
