[600MRG] Permission Notification

The UTC has 30 days to *object* to any operations.  The fact that several of
us received e-mails indicating that we're OK to operate is just "icing on
the cake".

So long as the UTC doesn't object within 30 days after you notify them of
your intent to operate, you are fine to start operating.
