[600MRG] 2018 international grid chase update

Good afternoon.

This morning 630m and 2200m were formally added to the rules for the
2018 ARRL International grid chase event after initially being
excluded and prohibited in the announcement last Friday.  Thanks to
all who contacted the ARRL contest branch in support of inclusion.

Someone also forwarded me the ARRL letter which announces this update
with additional details of the requirements to operate one or both
bands.

I've already fielded a few email's from interested operators and I
suspect we will start to see even more traffic and questions from
prospective operators and operators working to get  stations ready for
the start on January 1, some of which may otherwise have no experience
at these frequencies.
