Chris, Nov. QST clearly states that if you don't get a rejection notice within 30 days from your UTC filing then it is ok to transmit. On another level, if you are still concerned about being sued, then ask yourself if your station is within 1 km or so from any high-tension power lines, if not this close then probably no need to worry. As far as legalities: beats me, I am just an engineer not an esquire. But I suspect if you gathered 8 of the world's greatest legal minds around a conference room table and asked about this, you would get 9 answers before lunch, and about 13 after they come back at 2:30 pm. 73, Marshall, W1HK

After nearly two months without an approval/denial, I was under the assumption that since I did not receive a denial within the 30 day window, I was good to go and have ordered hundreds of dollars worth of parts.
Does anyone really know what the real legalities are?
This is the most ridiculous fiasco I have ever participated in.
