As Dick Illman pointed out: "It should be noted that we can presently only operate from locations thathave been preapproved by the UTC."
Sort of puts a damper on setting up an EM-COMM site.
May also be problematic for field day operations, and contesting activities like IOTA.

Gentlemen:
As Pat W5THT points out, we have hardly had an amateur band long enough to use it for EM-COMM, and we don't want to hope for the opportunity.
However, it should certainly be possible:
- W0RPK and KN8AZN(SK) built a transportable station -
something you could carry in a van or pick-up
truck to the place for deployment. It was used
on the air and made contacts.
- We ran a number of tests of ground-wave communication
and demonstrated 24/7 ionoshere-independent comms
over about 100 mi or moore.
