[600MRG] [500kc] 630m Amateur Band Approval - No Joy at WD2XSH/12

I wonder how much that application requirement will discourage hams from exploring these new bands?
Also, are there any details about how to contact the UTC?  I went to their website but found nothing specific to this.

Mike,

Don't give up.  FCC rule say we have to apply to the Utility Telecom 
Council (whoever they are) for permission, even if beyond 1 km.  I 
suggest you might be able to get provisional permission based on your 
years of non-interference, which upon demonstration might get you an 
exception for your area as long as no interference is detected.

I am right at the 1km fringe and that is going to be my approach (I 
actually do not know if PLC is in use).

Best to do this as soon as ham radio is approved as there will be few 
stations at start up.  So the UTC may be more amenable to this for an 
individual station.  Also with impact of only one station it will be 
easy to demonstrate no interference vs after a few hundred or 
thousand stations get on.
