After the GWEN project was terminated <https://en.wikipedia.org/wiki/AN/URC-117_Ground_Wave_Emergency_Network>,

I got an experimental license (WA2XRM) for 164 kHz and 166.5 kHz in June 1998.

That was in the frequency range GWEN had previously operated.

After operating on 164 kHz for a few years I wanted to move up the band a bit.

So, I found Commander Joe Hersey, in the USCG, who send me an email that stated that the

USCG had ended all MF radio operations , 435 to 510 kHz including 500 kHz in 1995, and the USN

had done the same before that.

They replaced all those communications with GMDSS.

I used that letter in as Exhibit "A" in my License application

https://apps.fcc.gov/els/GetAtt.html?id=33354&x=.

to the FCC to grant an authorization for 480 kHz in 2000.

You can see more history in CQ Magazine, Feb. 2017,

or QRP Quarterly, Jan. 2017, <http://www.qrparci.org/>.
