This just means that whoever writes an article for a publication or gives a talk at the ham club should mention that the notification just gives time to design and build a station. From scratch, it will take that long anyway.

As I re-read the FCC's Report and Order this morning, it strikes me that the requirement for hams to notify the UTC (and then wait 30 days to see if they hear no objection) will have a chilling effect on amateur activity on the new bands. I predict even fewer hams will become active on the MF and LF bands for this reason. Many might have had a passing interest but human nature being what it is, the need to file a notification and wait 30 days will discourage most from acting on that interest.
