OK - That probably answers my question (3), but what about my first 2 questions?

Frank,

   You'd be at a severe disadvantage trying to contest a UTC decision.
Basically they hold all the cards, they have the database with the
frequencies and locations of PLC carriers, not to mention the fact that
they have tremendous legal and political clout.  Various utility
companies filed comments saying that they did not want amateur operation
below 500kHz anywhere at any power level. To put it mildly, they are not
our friends.
