It's not a lighting choke - it is a static drain choke for an AM tower.  It is designed have a pretty high impedance to RF in the AM broadcast band, but a fairly low resistance to DC, draining away static charge that otherwise builds up on a large series fed vertical.  I suppose it might serve as a loading coil for an antenna on lower frequencies.
