Part 5 grants have been specified in ERP.  However, the official Amateur 
allocation power limits will likely be defined in EIRP in alignment with 
WRC-12/ITU.

This means any experimental stations claiming 5W ERP will have to cut 
power back to 61% of what they are currently running to comply with a 5W 
EIRP limit.....
