[600MRG] Measuring power

The FCC has had measurement standards for the broadcast industry for 80 years, at
least.  No need to reinvent the wheel.

With a few exceptions, such as 60 meters, and a couple of microwave bands, there
are no ERP specifications for amateur radio anyway.
