[600MRG] "not for routine use" ?

I read this with concern today on the FCC NRPM re: 2200m and 630m:
"The amateur service is expected to use the band mainly for experimental 
purposes and not for routine and widespread communications activities 
common in other bands. "

It is the first I had hear of that stance by the FCC.  Anyone else notice it?
