There is a new article on http://630m.net/dev/ under Transmit antennas. It is my latest revision of a spreadsheet to calculate the radiation resistance, Rr, of a short vertical antenna, with or without top loading.
It will also calculate ERP and EIRP if you can measure your RF amperes into the base of your antenna, using the calculated Rr from the spreadsheet.
