Get PDF, see pp. 9-20, 58-64, 103, 105, 211, 222-223, and 251-253,255. 
 
   472-479 kHz band (630 meter band) proposed for US amateur service on a secondary basis limited to 5W EIRP. [p. 58]except 1W EIRP for the portion of Alaska within 800 km (497mi) of Russia. [p.59] FCCproposes amateur stations separated from transmission lines by a specifieddistance, limits on EIRP and antenna heights, and fixed locations only.[p.61,251-3.] FCC is asking amateurs technical questions. [p. 62-66, para. 171-172,175-181]  PLC systems are limited to use on transmission lines and, consequently, are not present in most residential neighborhoods where amateur licensees live. [p.60] Among other questions, FCC asks how does an amateur identify a “transmission line.” [p. 63-64]
