[600MRG] WH2XGP operations

WH2XGP is back TX'ing on WSPR, currently at 27%.

The station has been set up in the (more or less) permanent 
configuration. The 48v power supply is now a switcher rather than the 
old HP lab supply I was using for bench testing.

It all looks OK from here but if someone notices a problem with the 
signal please report it.
