[600MRG] decodes of wspr-15 not showing up on database

Hi Neil,

Over the past week or so I've noticed that a few of my decodes are not being
uploaded. This has been using the WSPRx software package and the original
WSPR package.
In the MS DOS window that launches with the original package there were
messages like  "Connection to WSPR.net timed out"
I didn't think too much of it at the time because I am on a Wireless ISP and
the connection drops frequently.  I was still connected to the internet at
the time so would assume there was a problem with WSPR.net
